When a radiator is hot at the top but noticeably cold across the bottom, restricted circulation or deposits inside the radiator can be one possible cause. Sludge can settle in low points and reduce the area through which hot water flows.
However, a cold section does not prove the whole system needs an aggressive power flush. Valve problems, low flow or system balancing can produce similar symptoms. A heating engineer should look at how several radiators behave, the age and condition of the system and the water quality before recommending cleaning.
